The forum software lets you add people to a 'buddy list'. Pretty much all it does is put a little + sign next to the name of people on your list in the "Currently Active Users" section when they are logged in.

So, who would you put in them? Anyone you'd like. It just makes it easier to see when someone else is logged in too.

As for seeing if you're on other buddy lists, I don't know of any way to do that. Sorry.
