Uploading a file to the website's "Downloads" section

Hi everyone!

I apologize in advance if this is the wrong place to post this question.

I just put together some Disney BINGO cards (except I'm calling them PLUTO cards ), and I thought others might enjoy them, too, so I wanted to add them to this website's "Downloads" section. I poked around a bit, and I couldn't figure out how to do it. I tried searching for information, but I came up dry that way, too. Is uploading files (it would be an Excel file) something that only site administrators can do, or can anyone do it, and I missed the instructions on how to do it?
